DOG ENUMERATION TO BEGIN
To All Dog Owners within the Town of Lyme:
Please take note that beginning May 16, 2022, Town Dog Control Officer, Betsy Ring, will be conducting the Dog Enumeration (Census) for the Town of Lyme and Village of Chaumont. For several weeks, she will be canvassing residences throughout the town and village to verify licensure, leaving notices about the program.
This census is required by Article 7 of the New York State Agriculture and Markets Law in order to ensure that all dogs within the Town are licensed and vaccinated for rabies. This also helps to reunite them with their owners should they become lost.
The Law requires that all dogs four months of age and older must be licensed unless otherwise exempted, such as registered service dogs.
This notice serves to provide a 2-week period in advance of the start of the enumeration to allow owners of unlicensed dogs to properly license them without a penalty. Once enumeration begins, any owner of an unlicensed dog will be required to pay an additional enumeration fee of $15 for each unlicensed dog.

On September 8, 2021, the Town of Lyme Zoning Law was amended to include Section 780: SHORT TERM RENTALS. This local law was adopted pursuant to Article 16 of the Town Law, the New York State Executive Law, §10 of the Municipal Home Rule Law, and Section IX of the New York State Constitution.
The Town Board determined that short term transient rentals are an essential, compatible, and beneficial segment of the community. These units not only provide the community with much needed accommodations for visitors, but also serve to support local business and to provide a source of income
for Town residents. This legislation is intended to provide regulation and assistance to the entire community, including the short term rental owners, residents and visitors alike, providing benefits to all while minimizing complaints and concerns.
The Short Term Rental law requires the registration of each and every short term rental unit operated within the Town of Lyme. A registration from is available on the website and at the Town of Lyme office. The form includes identifying information of the property location and its owners / managers and must be submitted to the Zoning Officer for a permit to be issued. There is no fee for this permit.

Funds are first come, first served.
New York State is now accepting applications for $125 million in assistance available through the “Landlord Assistance Program.”
These funds are available to landlords who were unable to participate in the New York State “Emergency Rental Assistance Program.” The aim of the "Landlord Assistance Program" is to help landlords whose tenants have left their rental property, or who are unwilling to apply for the “Emergency Rental Assistance Program.”
The “Landlord Assistance Program” provides up to 12 months of rental arrears. For the first 45 days of the program, priority is given to landlords who own 20 or fewer units.
To read the full guidelines for the program and apply, click here. This assistance is first come, first served, so if you qualify I would encourage applying as quickly as possible.
Every day, my office hears from small-property owners who are suffering due to the state’s eviction moratorium and stalled rent relief rollout. In many instances, those who have contacted me depend solely on rental income to pay their bills and put food on the table.
I am hopeful this funding will help provide relief to these individuals and again, encourage rental property owners who did not qualify for the “Emergency Rental Assistance Program” to apply for this new funding opportunity as soon as possible.
