Planning Board 9/7/21

The Town of Lyme Planning Board will hold Public Hearings on September 7, 2021 at 6;35 and 6:40 at the the Town Office to hear the cases for Bennett Development, 7828 NYS Rt 12E to construct a 250 seat event center and 5 support cabins, and the sub divsion of the Backus property on Bay View Drive, Three Mile Bay. Hello, this is a comment on the Bennett wedding venue development. As you know, my family is doing a residential development on the other side of the Bennett property (TMB side). I was at the Planning Board meeting on the 7th, and heard them speak about fencing and trees, and the Board seemed to think that as long as the trees were there, a fence wasn't necessary.

In my opinion, a fence IS necessary. The wedding venue IS a business (and it seems like a nice addition for the town) and as such I believe there could be noise issues that could have an impact on residential housing next door. I'm talking music from the venue as well as car doors slamming shut when a crowd is gathered to go to a wedding, and talking and laughter from guests leaving. You know what a large crowd can sound like when they have come from a party.

It was also said at the meeting on the 7th that other businesses were being solicited for area with access from the driveway. This is concerning because the type of business(es) was not mentioned, and again, this is going to be residential next door.

I'm not suggesting that a fence can eliminate all of these sounds, but they could mute them to a degree and redirect sounds back towards the venue. A wild hedgerow is just that, wild. It may be thin in places, it may even be non-existent here and there. It can't be depended upon to consistently do the job being asked of it.

I believe a solid fence with good landscaping would only enhance the attractiveness of the venue, and would make for good neighbors. It's to be an upscale facility, and as such the fence would be a good addition. It would lend a uniform and pleasing look all down the driveway.

I also have a concern for how the dumpsters will be handled. I didn't see anything on the drawings that were displayed that shows where they would be located. I'm concerned about raccoons, rats, flies etc. that might get the idea that a dumpster would be a meal ticket and would like to be assured that they be locked at any time they were not being used, and also that they would be located well away from the property line between our properties, preferably on the Cape Vincent side of the property, not the Three Mile Bay side. Since the Bennett driveway is close to edge of field on the Three Mile Bay side, I am concerned that the dumpster location might be planned more towards the driveway. Perhaps the dumpster might even be located in an enclosed garage type setting if it has to be near the kitchen. A kitchen dumpster is always going to smell of garbage, even if well maintained. I'd like to be assured that this will never be a problem. Again, it would only make the venue more inviting to visitors.
